There's a lot to unpack here. In respect of sex drive I take issue with the assumption that men have a higher sex drive. In all of these studies based on self-reporting women lie far more than men. There was an interesting study done at the University of Montreal where a female researcher asked female students to report on the number of sexual partners they had and fill in a form in this regard. With one group she had a male assistant burst in on them while they were filling out the form. With a second group she told them that it would be kept confidential between herself and the students. With the third group she told them that she would give them a lie detector test afterwards.

The first group reported the least amount of partners. The second group reported more partners than the first group and the third group reported the most.

Also, I believe that all successful copulations (excluding rape) are initiated by females. Men are certainly more or less always available, but sex is controlled by women, women signal availability and receptivity and make the final choice. Sometimes the signs are more subtle than many men are capable of reading which misleads the observer and again, and largely for social reasons women lie to themselves, to each other and to men about the fact that they are the ones to initiate sex. Also, in that regard the researchers make a mistake if they equate initiation with an immediate sexual congress. There is very often a delay which can be a considerable period of time between initiation and copulation.
