This is disengenuous. The point is to create an additional layer of bureaucracy to dissuade peole from jumping through the hoops by creating another hoop. People like the world in general tend towards entropy.

Personally, I believe that we should adopt the Australian system where voting is mandatory for all citizens. That would ensure an absolutely fair and equal treatment for everyone.
