Your experience is unfortunately probably not uncommon. You and your brother are probably right that CPR in part didn't pursue the complaint because you are just ordinary citizens. I faced a similar situation when I was unlawfully held in Bahrain. The US Embassy was not interested in upholding the rights of an individual American when the US Fifth Fleet was based there and therefore it was way more important to kiss the ass of the Bahraini Minister of Justice than to assist me.

My experience in the UK has been that Victorian attitudes towards sex have pretty much gone out the window and a lot of people, particularly the English are pretty rampant.

In the US we had the most useless sex education program when I was young. I don't think that it's any better these days.
